The Supreme Court on Monday said it will issue directions on November 7 concerning the problem of stray dogs in institutions, including government offices and public sector establishments, where employees have been feeding and encouraging them, The New Indian Express reported.
A special three-judge bench comprising Justices Vikram Nath, Sandeep Mehta, and NV Anjaria is hearing the matter.
Justice Nath said, “Apart from recording appearances and affidavits, we will also be issuing directions concerning the institutional menace faced by government offices, public sector institutions, and other workplaces where employees are supporting, feeding, and encouraging dogs. Directions will definitely be issued in this regard.”
When one of the advocates sought a hearing before any directions were issued, Justice Mehta responded, “For institutional matters, we are not going to hear any arguments at all. Sorry.”
The court had earlier directed the Chief Secretaries of all States and Union Territories, except West Bengal and Telangana, to be personally present on Monday for failing to file compliance affidavits despite a 22 August order.
Solicitor General Tushar Mehta informed the bench that most states have now complied.
Acknowledging the filing of affidavits, the bench dispensed with the personal presence of Chief Secretaries on future dates but cautioned that any further default would invite personal appearance orders.
The court also impleaded the Animal Welfare Board of India as a respondent in the case.
In its earlier order, the Supreme Court had expanded the scope of the case beyond Delhi-NCR, directing all states and Union Territories to file compliance reports on the implementation of Animal Birth Control Rules.
The bench had expressed displeasure last month over delays in filing, noting that by 27 October, only West Bengal, Telangana, and the Municipal Corporation of Delhi had complied.
