Uniform Civil Code Rollout In Uttarakhand From January 2025, First State To Implement UCC Since Independence

The Uttarakhand government will implement the Uniform Civil Code (UCC) in the state from January 2025.

With the UCC roll out next month, Uttarakhand will become the first state in the country to implement such a law since Independence.

Chief Minister Pushkar Singh Dhami on Wednesday (18 December) said that the UCC draft committee had submitted the Uniform Civil Code manual to the state administration on 18 October, and the government is working on it.

He added that the Legislative and Law department has reviewed the manual.

Dhami said that the training of state government employees is undergoing and is expected to be completed within one month.

He added that all the preparations for the UCC will be completed by January 2025, after which the law will be implemented in the state.

"Our government has taken the historic decision to implement the Uniform Civil Code in January 2025," Dhami said.

"Under the able leadership of the respected Prime Minister Shri Narendra Modi, Uttarakhand will become the first state in the country where this code will be implemented," he added.

"The makers of the Constitution of the country were strong supporters of Uniform Civil Code. We are fully committed to fulfill the expectations they have from us to ensure equality, justice and unity in the society. UCC is in line with the basic spirit of the Constitution, in which all citizens have been given equal rights and opportunities without any discrimination," he added.

On 18 October, a nine-member panel led by former chief secretary Shatrughan Singh submitted a report on the UCC's rules and regulations to Dhami.

Subsequently, on 28 October, the state govt formed a five-member panel headed by Singh to oversee the training of around 30,000 govt employees on the rules.

The training covered the use of a newly developed portal and mobile app to enable citizens to submit documents digitally for services like registration and appeals, eliminating the need for physical visits to govt offices.
Dhami has instructed officials to ensure proper training for personnel and to gather the necessary infrastructure for implementing the UCC.

"Maximum services should be kept online, keeping public convenience in mind," he said.
