With Rules In Place, Inter-Services Organisations Act Now Fully In Force to Strengthen Military Integration

The Ministry of Defence has notified the Rules under the Inter-Services Organisations (Command, Control and Discipline) Act, 2023, marking a key milestone in strengthening jointness among India’s Armed Forces.

The Rules have come into effect from Tuesday (27 May).

Passed by Parliament during the Monsoon Session of 2023 and assented to by the President on 15 August 2023, the Act came into force on 10 May 2024.

The formal notification of Inter-Services Organisations (ISOs) followed on 27 December 2024 via a Gazette Notification.

The Act grants Commanders-in-Chief and Officers-in-Command of ISOs statutory authority to exercise command and control over all service personnel assigned to these units—streamlining disciplinary mechanisms and administration without altering the individual service conditions of the Army, Navy, and Air Force.

The newly notified Rules, framed under Section 11 of the Act, provide the procedural backbone for implementing its provisions.

They lay out the structure for discipline, administrative oversight, and operational integration across tri-service organisations.

With this notification, the Act is now fully operational.

It empowers ISO leadership to enforce discipline efficiently, ensures swift resolution of disciplinary cases, and eliminates duplication in proceedings—paving the way for a more integrated defence command structure.
