The Delhi government is likely to inform the Supreme Court that a "blanket prohibition" on green firecrackers has not achieved the intended outcome due to practical difficulties in real-time enforcement, Indian Express reported, citing sources.

The government’s stand has been finalised ahead of the SC hearing on Wednesday on allowing green crackers in the city on Diwali.

Chief Minister Rekha Gupta had earlier announced that her government would approach the Supreme Court to permit the bursting of certified green firecrackers on Diwali.

According to sources cited in the IE report, violations of the current ban on firecrackers, including green crackers, have continued, largely because of "the absence of viable alternatives and challenges in real-time enforcement".

A government source said that since the total ban has not worked as intended, allowing certified green crackers under strict time limits and active public oversight could be a more practical solution.

“In this context, the Delhi government is of the considered view that permitting the use of certified green crackers in a regulated and time-bound manner, supported by robust enforcement and active public participation, may offer a more pragmatic and implementable solution," the source was quoted as saying by IE.

For effective rollout, the government plans to deploy multiple agencies—Delhi Police, DPCC, Revenue Department, and local bodies—to monitor and curb the sale or use of non-compliant firecrackers, officials stated.

Officials added that a dedicated control room will operate during the festive season to swiftly act on public complaints.

As part of its efforts, the government will promote platforms such as the Sameer app, the Green Delhi app, and other official channels, where residents can report violations.

The state Environment Department will also start an awareness drive explaining permitted firecracker types, their environmental effects, and how the public can report misuse.

Reaffirming its focus on public health and environmental protection, the Delhi government assured full compliance with directives from the Union government and the Supreme Court.

"The Delhi government has no objection to the use of green firecrackers, provided they are manufactured by authorised entities, duly certified by the competent authorities," a senior official was quoted as saying by IE.

Highlighting Diwali’s deep cultural and religious value, a government source said that limited, regulated use of green firecrackers should be allowed to balance public sentiment, economic interests, and environmental safety.

The Delhi government will formally submit its position to the Supreme Court, requesting approval to permit the bursting of certified green firecrackers on Diwali.

The Chief Minister’s Office reiterated in a Monday statement that permission should be granted for certified green firecrackers, provided public cooperation and regulatory norms are strictly followed.

"…..Permission should be given for the use of certified green firecrackers while following public participation and government regulations," the CMO said.
