Is Prime Minister Narendra Modi an 'outsider' to Karnataka? Has the centre been unfair to the States of south in distribution of tax revenues? Are south Indian States pulling the weight of north Indian States? Are States of the south paying the price of controlling their population growth while the north Indian States enjoy a free ride?
These questions are seeing vigorous debate in the run up to the Karnataka elections. Not least because they were raised by the incumbent Karnataka chief minister, Siddaramaiah, himself.
