Andhra Pradesh Retains Top Slot In Ease Of Doing Business 2019 Ranking, Uttar Pradesh Leapfrogs To Second Place

Andhra Pradesh retained its top position in ease of doing business ranking 2019, while Uttar Pradesh leapfrogged in to second position according to the State Business Reform Action Plan Ranking released by the commerce and industry ministry today (Sep 5).
Union Finance Minister Nirmala Sitharaman released the 2019 rankings which was based on 180 reform points including easy access to information, improved labour laws, speedy construction permits, land administration and single window approvals.
Conducted by the Department for Promotion of Industry and Internal Trade (DPIIT), all 36 states/UTs participated in the action plan that is aimed at improving business environment in states by simplifying procedures, digitization of information and easing compliance burden.
The top ten states under State Reform Action Plan 2019 are:
- Andhra Pradesh
- Uttar Pradesh
- Telangana
- Madhya Pradesh
- Jharkhand
- Chhattisgarh
- Himachal Pradesh
- Rajasthan
- West Bengal
- Gujarat
The Department for Promotion of Industry and Internal Trade (DPIIT) developed the Action Plan for State Reforms in 2015. It started the program for reforms in partnership with state governments and Union Territories to make it easier, simpler and quicker for businesses to operate. These reforms cover the entire lifecycle of the business and aim at reducing compliance burden on industry significantly. The plan is designed keeping in mind 2 factors: Measurability and Comparability across States.
