The Home Ministry in a notification dated (1 May) allowed the movement of migrant workers, pilgrims, students and other individuals via special trains.

The revised guidelines in sub-clause (v) under clause 17 state that now the movement of migrant workers, pilgrims, students, tourists and other stranded persons is allowed via special trains operated by the Indian Railways.

The railway authorities will designate nodal officers to coordinate with states and union territories for their movement. The Railway Ministry will also release detailed guidelines pertaining to the sale of tickets, social distancing and other precautionary measures which will need to be followed on the special trains and railway stations.

This notification comes after a special non-stop train with 1,200 migrants left Telangana for Jharkhand's Hatia early today morning. The train is expected to reach Hatia today night at 11 PM. According to railway officials, the train was operated as a one-off service.

On 29 April the Home Ministry had given permission for the inter-state movement of such stranded individuals in the country via sanitised buses. It had asked states and union territories (UT) to designate nodal authorities and develop protocols for sending and receiving them.
