
Law Commission chairman Justice B S Chauhan on Friday (6 July) said that the panel’s report and gambling and betting had been completely misunderstood, reports The Times of India. Earlier reports had stated that the panel had recommended legalising betting and gambling and had recommended linking of Aadhaar or PAN of participants.
The commission clarifies it has strongly and categorically recommended that legalising betting and gambling in India in in the present scenario is not desirable and a complete ban on unlawful betting and gambling must be ensured.Justice B S Chauhan
Chauhan added that the panel had given its recommendations on how betting and gambling must be regulated if states feel compelled to legalise them.
However, he added that regulating them was the only way to control it since a complete ban was not possible to enforce. The report had suggest an overhaul of the laws including reforming existing systems such as horse racing and lotteries as well as introducing stringent regulations.
He also said that beneficiaries of government subsidies or those who failed to come under the Income Tax Act or Goods and Service Tax (GST) Act should be barred from participating as a means of protecting the vulnerable sections of society.
