According to a Parliamentary standing committee report submitted to the Lok Sabha, the Modi government plans to issue a 14-digit identification number to every plot of land in the country within a year.

The government of India had launched Digital India Land Records Modernization Programme (DILRMP) to digitize and modernize land records and develop a transparent and Integrated Land Information Management System (ILIMS) in the country.

Some innovative initiatives taken under the DILRMP include Unique Land Parcel Identification Number (ULPIN).

ULPIN, a 14 digits numeric unique ID for each land parcel based on geo reference coordinates, was launched this year and pilot testing has been successfully carried out in 11 states the Department of Land Resources told the Standing Committee on Rural Development, reports The Hindu.

Its benefits are to ensure uniqueness in all transactions and keep the land records up-to-date. Other benefits include linking of all property transactions, delivery of services regarding land records through a single window, sharing of land records data across departments, financial institutions and all stakeholders, standardization at data and application level bringing in effective integration and interoperability across departments.

“This Department has taken new initiatives under the programme like NGDRS [or the National Generic Document Registration System], ULPIN, linking of court to land records, integration consent based Aadhaar number with land records etc. which necessitated its further extension beyond 2020-21 till 2023-24,” the Department told the parliamentary panel.

“Unique Land Parcel Identification Number (ULPIN) is proposed to be rolled out in 10 States during FY 2020-21 and by 2021-22 in the entire country,” it added.

It also added that DILRMP’s next phase would include “linkage of land record databases with banks”.

“These components will enhance the service deliveries to the citizens of the country and will also function as inputs to the schemes of the other sectors like Agriculture, Finance, Disaster Management etc,” the Department told the panel.
