ECI Warns Parties Against Misuse Of AI, Deepfakes During Bihar Assembly Elections

The Election Commission of India (ECI) has directed all political parties, candidates, and star campaigners to strictly adhere to the Model Code of Conduct (MCC) and relevant guidelines on the use of Artificial Intelligence (AI) and synthetic media during the ongoing election period in Bihar and eight assembly constituencies across the country.

Following the announcement of the Bihar Legislative Assembly elections on 6 October, the MCC has come into immediate effect, covering not only offline campaigns but also all online and social media activity by political parties and candidates.

According to the ECI, criticism of rival parties should be limited to their "policies, programmes, past records, and work".

Personal attacks or comments on private lives unrelated to public activities are prohibited.

The Commission also emphasised that spreading unverified allegations or distortions against other political parties or their workers violates the MCC.

In a significant move addressing the rise of AI-driven misinformation, the Commission warned political parties against using AI tools to create deepfakes or manipulated videos targeting opponents.

It urged them to prominently label any synthetic or digitally altered content shared during campaigns with clear notations such as “AI-Generated,” “Digitally Enhanced,” or “Synthetic Content”.

The ECI stated that a strict watch is being maintained on social media platforms to prevent any attempts to vitiate the election atmosphere

It reiterated that any violation of MCC or misuse of technology during campaigning will invite stern action.
