Haryana Chief Minister Nayab Singh Saini on Thursday (4 September) unveiled a number of measures aimed at bolstering the state's startup scene.
These measures include a world-class incubator called H-HUB, a policy specifically for semiconductor manufacturing, and a plan to make Gurugram and Haryana the world capital of the Global Capability Center (GCC), reported The Hindustan Times.
He shared the plans while addressing an “Interaction with Startups and Industry Leaders” event in Gurugram’s Sector 58.
Saini said H-HUB will be developed in collaboration with top corporates, startups, and educational institutions.
“H-HUB will empower startups in Haryana to undertake cutting-edge research and product development,” he said.
The facility will have high-performance innovation labs, prototype centers, and plug-and-play workstations.
According to Saini, Haryana would implement a specific policy on semiconductors that is in line with the Center's goal of establishing India as a global center for semiconductors.
He also announced a GCC framework to encourage multinational companies to establish technology and service hubs in Gurugram, which already hosts several Fortune 500 firms.
Highlighting innovation-driven growth, the CM said the state is drafting a new industrial policy and multiple sector-specific policies. He urged industrialists to embrace “Make in Haryana” and “Design in Haryana,” echoing Prime Minister Modi’s call for “Make in India” and “Design in India.”
Saini noted that the 2025–26 State Budget allocates land for 10 new Industrial Model Townships, spread over 20,000 acres, equipped with world-class infrastructure and single-window facilities for investors.
With over 9,100 registered firms and 19 unicorns, half of which are led by women, Haryana ranks seventh nationally in terms of startups and female entrepreneurs, he noted.
Incubation centers and centers of excellence will encourage innovation throughout the state, while AI hubs are being established in Panchkula and Gurugram.
He noted that the state recently announced entrepreneurship competitions with prize money up to Rs 1 crore and gave Rs 1.14 crore to 22 firms.
