Maharashtra Fixes Standard Bike-Taxi Tariffs, Grants Provisional Licences To Aggregators

The State Transport Authority (STA) in Maharashtra has approved provisional licences for Ola, Uber and Rapido to run bike-taxi services in the Mumbai Metropolitan Region (MMR), while also fixing standard fares for the sector under the “Maharashtra Bike Taxi Rules, 2025”.

The rates were finalised at the Authority’s 277th meeting on 18 August, chaired by the Additional Chief Secretary (Transport) of the Home Department.

The Additional Transport Commissioner confirmed the move in a press release, noting that the approval marked a significant step in regulating a fast-growing mobility sector.

For the first time, fares for electric two-wheelers have been standardised across the state. The STA has set the base distance at 1.5 km, priced at Rs 15, with subsequent travel charged at Rs 10.27 per km.

The release underlined that this move was aimed at ensuring uniformity and equality in fares across Maharashtra.

The rules, formally notified on 4 July this year, provide a regulatory framework for bike-taxis, a service that has been operating in a largely grey zone.

At the same meeting, the Authority cleared the issuance of Provisional Licences for the Mumbai Metropolitan Region to three major players: Uber India Systems Pvt. Ltd, Roppen Transportation Services Pvt. Ltd (Rapido), and Annie Technologies Pvt. Ltd (Ola).

These licenses will be valid for 30 days. The companies have been directed to apply for permanent licenses within the same period, once they meet all stipulated conditions.

Until recently, bike-taxi services in the Mumbai Metropolitan Region (MMR) were running mostly without authorisation.
