The US has introduced a 21-point plan to halt the Gaza conflict, outlining a roadmap toward a Palestinian state.
It includes immediate hostage release, encouraging Palestinians to stay in Gaza, and offering amnesty to peaceful Hamas members, according to Times of Israel.
Washington shared the proposal with select Arab and Muslim nations this week during the United Nations General Assembly.
The call for Palestinians to remain in Gaza marks a major policy shift, as President Donald Trump previously stated in February that the US would relocate two million Gazans.
The plan also breaks from the administration’s earlier stance, which never endorsed a two-state solution.
For Israel, the plan offers assurances including Hamas disarmament, Gaza’s demilitarisation, and a programme aimed at de-radicalising its population.
Israeli Prime Minister Benjamin Netanyahu, rejecting the two-state concept, told the UN General Assembly, “Giving the Palestinians a state one mile from Jerusalem after October 7th is like giving Al-Qaeda a state one mile from New York City after September 11th. This is sheer madness. It’s insane, and we won’t do it… Israel will not allow you to shove a terror state down our throats.”
Despite that, Trump expressed optimism on Friday, writing on Truth Social that “intense negotiations have been going on for four days and will continue for as long as necessary to get a successfully completed agreement.”
"All of the countries within the region are involved, Hamas is very much aware of these discussions, and Israel has been informed at all levels, including Bibi Netanyahu," he added.
Steve Witkoff, Trump’s special envoy for the Middle East, said after a meeting with Arab leaders: “We had a very productive session. We presented what we call the Trump 21-point plan for peace in the Mideast, in Gaza.”
He added, "I think it addresses Israeli concerns, as well as the concerns of all the neighbours in the region. And we're hopeful, and I might say even confident, that in the coming days, we'll be able to announce some sort of breakthrough."
The following are the 21 points of the proposed plan:
Gaza to become a de-radicalised, terror-free zone.
Redevelopment of the Strip to improve residents’ lives.
Ceasefire and phased Israeli withdrawal upon agreement.
Hostages to be released within 48 hours of Israel’s acceptance.
Israel to free Palestinian prisoners and return remains after hostage release.
Peaceful Hamas members to receive amnesty; others to get safe passage abroad.
Humanitarian aid at no less than 600 trucks daily, plus infrastructure repair.
Aid distribution solely via neutral bodies like the UN and Red Crescent.
Interim governance by Palestinian technocrats under international oversight.
Launch of an economic recovery plan for Gaza.
Creation of a special economic zone with regional cooperation.
Residents not compelled to leave; right of return retained.
Hamas excluded from governance; tunnels and offensive infrastructure to be dismantled.
Regional security guarantees to ensure compliance.
A temporary US-led stabilisation force to oversee security and train police.
Israel not to annex or permanently occupy Gaza.
If Hamas rejects plan, measures apply in terror-free zones under international force.
Israel to refrain from strikes on Qatar; Doha’s mediation role recognised.
Introduction of de-radicalisation and interfaith initiatives.
Conditional pathway to Palestinian statehood after PA reforms.
US to facilitate long-term dialogue for peaceful coexistence.
