The first phase of Pune’s ambitious Inner Ring Road has hit a procedural bottleneck, with the Pune Metropolitan Region Development Authority (PMRDA) still awaiting key approvals before it can begin work on the Solu–Vadgaon Shinde stretch.
Designed to complement the Maharashtra State Road Development Corporation’s Outer Ring Road, the 83 km corridor aims to ease traffic congestion within Pune by diverting through-traffic away from the city’s busy arterial routes.
The construction tenders for Phase-1 have yet to be floated as the PMRDA is awaiting clearances from the Defence authorities, the Forest Department, and the Pune Collector’s office, Pune Mirror reported.
The authority has prioritised a five km section along Nagar Road to provide early relief from traffic bottlenecks, but progress remains stalled until these permissions are secured.
According to sources, bureaucratic delays and resistance from a few local residents along the proposed alignment have further slowed the process.
The inner ring road will reportedly traverse 44 villages across the Khed, Haveli, Mulshi, and Maval talukas, making coordination with multiple departments critical.
For the initial phase, around 28 hectares of land have been earmarked across Solu, Nirgudi, and Vadgaon Shinde villages.
Of this, 13.17 hectares fall within Solu, 9.32 hectares in Nirgudi, and 5.71 hectares in Vadgaon Shinde.
PMRDA plans to acquire the land through a mix of Floor Space Index (FSI) and Transferable Development Rights (TDR) compensation.
While joint surveys have been completed in most areas, a few plots remain under verification or dispute.
Once the required approvals and compensation packages are finalised, the PMRDA expects to commence construction, paving the way for improved connectivity between Pune’s outskirts and a much-needed reduction in inner-city congestion.
