The much-anticipated survey report of the Shahi Jama Masjid in Sambhal was not submitted on Monday (9 December), as Advocate Commissioner Ramesh Singh Raghav requested a 15-day extension due to health issues. The decision on his plea is expected from the Civil Court (senior division) by 4 pm.
“Today I have moved the adjudication application in the court. The final report of the survey is ready and is in the final stage. This report will be presented in a sealed envelope but due to health issues, I have asked for 15 days time from the court,” Raghav told reporters.
Raghav further explained, “I had fever for three-four days. I have not been able to analyse the report yet. The other party will file its objection. After hearing the objection, the court will give its decision at around 4 pm.”
The survey stems from an ex-parte order issued by the local court on 19 November, directing an advocate commissioner to survey the mosque. This order was in response to claims by the Hindu party that the mosque, constructed by Mughal emperor Babur in 1526, was built after demolishing a temple.
However, the survey process has been fraught with tensions. During a second round of the survey on 24 November, violence erupted as local protesters clashed with security forces. The confrontation led to the death of four individuals and left several others injured.
Zafar Ali, the advocate representing the Muslim party, confirmed that the survey report would be submitted in a sealed envelope. He emphasised, “The next proceedings will start after the decision of the high court and the Supreme Court, no action will be taken before that.”
Ali referred to the Supreme Court’s 29 November directive, which ordered the Sambhal trial court to halt proceedings related to the Shahi Jama Masjid survey. The apex court also instructed the Uttar Pradesh government to ensure peace and harmony in the town, which had witnessed unrest during the survey process.
