UP IAS Association Seeks Two Year Child Care Leave For Both Husband, Wife; More Empanelment Transparency

The IAS association of Uttar Pradesh has demanded more transparency in the empanelment of officers for additional secretary posts in the Central government, The Pioneer has reported.

The association’s executive committee in a meeting on Saturday (2 February) passed a resolution to the tune that the current empanelment process is not transparent and that officers are in the dark over why their names were not considered for the posting.

The association has also demanded that young IAS officers be considered for municipal commissioner posts in Nagar Nigams. It also called for a leave of 730 days for both husband and wife for child care.

Currently only women IAS officers are eligible for such leaves. The association contends that child care is not the sole responsibility for women.

In the past officers were considered for empanelment based on an annual confidential report based on views held by the candidate’s superiors. These reports were incidentally generated by the candidate’s immediate boss.

Since 2017 the Modi government has changed the empanelment process by bringing in a 360-degree feedback tool for appointing additional secretaries. Under this process, the views of the subordinates are also taken into account which had reportedly caused a flutter in the bureaucracy.
